What Is The Trail Development Fee?

As part of our lease agreement with the Port of Tillamook Bay, the Salmonberry Trail Foundation pays a Trail Development Fee of $5 per linear foot for every section of trail we build and open to the public.

This fee directly supports the Port as both landowner and long-term partner in making the Salmonberry Trail a reality. It helps cover the Port’s ongoing role in managing and stewarding the corridor as it transitions from rail line to public trail.

Why It Matters

The Trail Development Fee isn’t just an administrative cost — it’s how we demonstrate partnership, accountability, and progress. Every dollar raised helps move another section of trail toward construction, and paying this fee is one of the final steps before we can open new miles to the public.

The Backstory

After the devastating 2007 storm that ended freight service, the Port of Tillamook Bay absorbed the railroad’s outstanding debt to preserve the corridor for public use. The Trail Development Fee helps replenish those funds and ensures the Port remains a strong, sustainable partner as we bring the Salmonberry Trail to life.
